I declare I have personal knowledge of the facts I state below, and if I were to be called as a witness, I could competently testify about what I have written in this declaration.
On July 30, 1965, President Lyndon B. Johnson signed Medicaid and Medicare into law.
On March 25, 1966, less than a year later, Dr. Martin Luther King Jr.., decried, “Of all the forms of inequality, injustice in health is the most shocking and inhuman.”
In 1993, Walter Cronkite stated, America’s healthcare system is neither healthy, nor caring, nor a system.
On March 23, 2010, 45 years later, President Barack Obama signed into law the Affordable Care Act (ACA), formally known as the Patient Protection Affordable Care Act (PPCA).
On July 4, 2025, sixty years later, President Trump signed into law the Big Beautiful Bill, implementing substantial reductions to Medicaid and Medicare. Yet, your six life-care services

are essential to your lives, democracy and one nation under God, if you are indeed indivisible and enjoy liberty and justice for all.
This controversial zone of doubt is where I operated. You now have a responsibility to evaluate Medi-Cal and your care-capacity and to see if you resolved the inequality and indeed protect patients, and to do so, you need to know my role in this history as I was active throughout, and, you have to ask the same question, as many times as is necessary:
Why deny a patient right foot surgery for four years?
Why deny a patient lumbar spine surgery for four years?
Why deny a patient cervical spine surgery for five years?
Why deny a patient neurosurgery for six years?
Why deny a patient oral surgeries for six years?
Why deny a patient thoracic spinal cord surgery for nine years?
Why deny a patient bilateral arms and hands surgeries for eleven years?
Why deny a patient bilateral shoulder surgeries for thirteen years?
Why deny a patient bilateral hip surgeries for thirteen years?
Why deny a patient treatment for systemic disorders?
Why deny a patient proper diagnosis to deny proper medical care?
Why deny a patient protection and breach trust to initiate prosecution?
Because, first, the patients are political collateral; second, my employers hold them in contempt; third, it is profitable. As to how and the details, Well, that is where I lied in wait: Divide the indivisible. The mechanics: end entitlements, reverse regulations of care, repress or repossess rights. The Tactics: Eliminate oversight, create access-obstacles, and deny remedy. abandon accountability and restrict jurisdiction. Thereby, the tail gets to wag the dog, in perpetuity.
Regarding the fifth life-care service, health, care is mutable. Originally rationed because the supply of services and servers is constrained, now it is repurposed, to where those induced to trust public agencies and providers are betrayed and medical enrollment records serve a divisive dragnet.
You must understand that the supposedly dichotomous politics, whether it is the virtue-signaling or the servitude to the rich, both lead to the same end. Restrict any resisting provider and divide and deprive the most vulnerable patients as a warning to the rest: Look away as we syphon funds from the intended beneficiaries–both sides slurp from the state’s decrepit teat.
How did the delivery of care collapse into a con where the poor are gamed by depriving-providers? That was my role; I strategized-formulated-implemented the methodology of Disunity.
Divisiveness from self-enrichment at the expense of others infects your society with strife. Unrestrained capitalism’s dark side was my playground. Controlled academics, administrators, corporate executives, financiers, journalists, lawyers, physicians, and politicians dare not disclose and expose let alone depose to their deliberate obstructions of access to care. Complicit, they cannot tolerate the measures necessary to correct their uncaring as the revisions would reveal the clever, cunning, money-maximizing modality to which they subscribed: DOA-Unc.
Your care-industry principals, with their insurance pals control 20% of your economy and this is certain to grow as you age as a nation. Given that power, they are too attached to their profit-driven paradigm to consider it a problem. Risk of loss compels them to increasingly enforce the us v them schism, generating escalating fear and division to warn: Be thankful, you are not them.
The inertia you feel trickles down from the imposter-leaders’ indifference. Their values, informed by more than greed, operate by a cognitive bias rooted in a ‘Contagious’ modality. They dread contracting the very ‘dis-ease’ caused by their injurious access-obstacles: Need.
Worry and greed compel controllers to propagate and profit from the pain of Scarcity, and I helped them as I was their means to their end. Having set themselves apart from the ‘Other,’ they are incapable of caring for others and because nothing will ever be enough, ironically, it is their cannibalistic greed that is incurable, not need. Need can be addressed and cured.
Controllers try to immunize themselves from the Contagion of Need by accumulating personal wealth. They distrust its alternative, unawares of the error in their calculus. Driven by disdain for the needy, controllers hold them in contempt due to their vulnerability. They defy the crucial societal and spiritual value inverse to theirs and they used me to secure their stranglehold.
Theirs is about self-preservation and self-enrichment. resolutions they truly dread are term-limits, salaries tied to fiscal accountability, and a third political party. For the two ever-expanding endpoints of contrived contention, the third would serve to challenge their controlled opposition. Most of all, they do not want you to know that the powerful inverse to their machinations is latent.
Compassionate ambition, individualized and collective, can cultivate the courage to remove obstacles to allow you to care-give-share, and of equal import, to generate the ingenuity and labor necessary to extend your six life-care services to all-if-if you can simply recall how to just care for all and restore the healing, nourishing interrelationship: me-we-all.
Those who are in acute need experience others’ indifference and dearth of ethical efficacy as cruelty. So, is this a cry of despair? Yes, and of guilt. Is it a cry of defeat? No.
Mine is a call of belief in your perseverance and our Creator’s Abundance (Whom I will be seeing soon). In the face of your strength to end this stasis, I hang-up my spurs, and hereby retire from my role as saboteur.
